1. Objective

The objective of this consultancy is to recruit a qualified Evaluation Expert to conduct a comprehensive assessment and valuation of the concrete outputs delivered during the SAFE-MIT project. The consultant will produce a high-quality Project Output Valuation Report that measures the efficacy, reach, and qualitative/quantitative impact of the project’s activities (including teacher training cycles, advocacy campaigns, and stakeholder engagements), providing institutional evidence and strategic recommendations for the association and its partners.

2. Scope of Work & Responsibilities

The consultant will work under the direct supervision of the Project Coordinator and will be responsible for the following tasks:

1. Desk Review & Methodology Design

• Review all internal project documentation, including participant lists, training materials, attendance sheets, and financial engineering data.
• Design a rigorous evaluation methodology, including quantitative indicators (e.g., number of beneficiaries reached) and qualitative tools (e.g., surveys, focus groups, or interviews with key stakeholders and project partners).

1. Field Research & Data Collection

• Conduct field visits to project intervention sites to collect primary data from direct beneficiaries (teachers, youth, and civil society actors).
• Gather testimonies and qualitative feedback regarding the long-term impact of the awareness campaigns on irregular migration and trafficking.

1. Data Analysis & Report Drafting

• Analyze the collected data to measure output targets against actual results achieved.
• Structure and write the Project Output Valuation Report, integrating comprehensive statistical data, tables, charts, and actionable operational recommendations for future associative projects.

4. Required Qualifications

• Education: Master’s degree or equivalent in Project Management, Social Sciences, Development Studies, Economics, or a related field.
• Experience: Minimum of 5 years of proven experience in monitoring, evaluating, and formulating associative or development projects, preferably with civil society organizations or international NGOs.
• Technical Skills: Strong expertise in statistical analysis, qualitative and quantitative research methodologies, and professional report writing.
• Language: Professional fluency in French and English; command of Moroccan Arabic is essential for field research.

5. Evaluation Criteria (100 Points)

Proposals will be evaluated based on a total score of 100 points, broken down as follows:

• Technical Profile & Experience (40 pts): Assessment of the consultant’s CV, past evaluation reports produced, and relevance of expertise in NGO/associative project valuation.
• Methodological Approach (40 pts): Evaluation of the proposed understanding of the ToR, data collection methodology, and the feasibility of the 30-day work plan.
• Financial Offer (20 pts): Assessment of the financial bid.

 Note: The financial offer must be all-inclusive (covering consultancy fees, data analysis costs, and all logistics/travel expenses within the field sites).

6. Submission Guidelines

1. Technical Proposal: Updated CV(s), a brief narrative on the proposed evaluation methodology, and links/samples of previous project evaluation reports.
2. Financial Proposal: A comprehensive breakdown of costs (All-inclusive fixed price for the 30-day package).
