Education Stakeholder Mapping & Engagement Expert

Project:  SAFE-MIT (Awareness against Irregular Migration & Trafficking)

Duration: 10 Days (Consultancy)

  1. Objective

The purpose of this consultancy is to recruit a qualified Education Stakeholder Mapping & Engagement Expert to identify, analyze, and engage key stakeholders within the education sector across the target areas of the SAFE-MIT project.

The consultant will play a crucial role in supporting the project’s outreach strategy by mapping relevant educational institutions and stakeholders, facilitating communication and collaboration, and identifying opportunities for partnership-building with schools, educational authorities, vocational training centers, and other relevant actors.

The final mapping exercise will provide the project team with a strategic stakeholder database and actionable recommendations to support the effective implementation of awareness activities on irregular migration and trafficking.

  1. Scope of Work & Responsibilities

The consultant will work under the direct supervision of the Project Coordinator and will be responsible for the following tasks:

  1. Stakeholder Identification & Mapping
  • Identify key educational stakeholders within the Rabat-Salé-Kénitra region, including:
  • Public and private secondary schools.
  • Vocational training centers.
  • Regional and provincial education authorities.
  • School administrators and educational decision-makers.
  • Relevant civil society organizations working in education and youth development.
  • Develop a stakeholder mapping framework categorizing actors according to their relevance, influence, and potential contribution to the SAFE-MIT project.
  1. Stakeholder Engagement & Consultation
  • Establish communication with identified stakeholders to validate information and assess their interest in collaboration.
  • Conduct interviews, consultations, or meetings with selected stakeholders.
  • Identify strategic entry points and partnership opportunities for project implementation.
  • Document stakeholder expectations, capacities, and potential contributions.
  1. Database Development & Analysis
  • Develop a comprehensive and structured stakeholder database including:
  • Institutional information.
  • Contact details.
  • Key focal persons.
  • Areas of intervention.
  • Potential level of engagement.
  • Analyze stakeholder relationships and identify priority institutions for project deployment.
  1. Reporting & Recommendations
  • Prepare a concise mapping report presenting:
  • Stakeholder analysis findings.
  • Partnership opportunities.
  • Geographic coverage.
  • Priority engagement recommendations.
  • Present practical recommendations to support future collaboration and awareness campaign Implementation.

  1. Required Qualifications

Education:

  • Master’s degree or equivalent in Education, Social Sciences, Public Policy, Development Studies, Sociology, or related fields.

Experience:

  • At least 5 years of experience in stakeholder mapping, institutional analysis, education sector engagement, or partnership development.
  • Previous experience working with schools, educational authorities, civil society organizations, or international development projects.

Technical Skills

  • Strong stakeholder analysis and facilitation skills.
  • Experience in conducting interviews and institutional consultations.
  • Excellent reporting and analytical writing abilities.
  • Advanced proficiency in Excel, Google Workspace, and database management tools.

Languages:

  • Professional proficiency in Arabic and French.
  • Knowledge of English is considered an asset.
