Location:<\/strong> Morocco (Rabat-Sal\u00e9-K\u00e9nitra region \/ Field visits required)<\/p>

Duration:<\/strong> 30 Days (Consultancy)<\/p>

  1. Objective<\/strong><\/li><\/ol>

    The objective of this consultancy is to recruit a qualified Evaluation Expert to conduct a comprehensive assessment and valuation of the concrete outputs delivered during the SAFE-MIT project. The consultant will produce a high-quality Project Output Valuation Report that measures the efficacy, reach, and qualitative\/quantitative impact of the project’s activities (including teacher training cycles, advocacy campaigns, and stakeholder engagements), providing institutional evidence and strategic recommendations for the association and its partners.<\/p>

    1. Scope of Work & Responsibilities<\/strong><\/li><\/ol>

      The consultant will work under the direct supervision of the Project Coordinator and will be responsible for the following tasks:<\/p>

      1. Desk Review & Methodology Design<\/strong><\/li><\/ol>
        • Review all internal project documentation, including participant lists, training materials, attendance sheets, and financial engineering data.<\/li>
        • Design a rigorous evaluation methodology, including quantitative indicators (e.g., number of beneficiaries reached) and qualitative tools (e.g., surveys, focus groups, or interviews with key stakeholders and project partners).<\/li><\/ul>
          1. Field Research & Data Collection<\/strong><\/li><\/ol>
            • Conduct field visits to project intervention sites to collect primary data from direct beneficiaries (teachers, youth, and civil society actors).<\/li>
            • Gather testimonies and qualitative feedback regarding the long-term impact of the awareness campaigns on irregular migration and trafficking.<\/li><\/ul>
              1. Data Analysis & Report Drafting<\/strong><\/li><\/ol>
                • Analyze the collected data to measure output targets against actual results achieved.<\/li>
                • Structure and write the Project Output Valuation Report, integrating comprehensive statistical data, tables, charts, and actionable operational recommendations for future associative projects.<\/li><\/ul>
                  1. Key Deliverables & Timeline<\/strong><\/li><\/ol>

                    The contract spans over 30 days, with deliverables expected according to the following phased schedule:<\/p>

                    1. Required Qualifications<\/strong><\/li><\/ol>
                      • Education:<\/strong> Master\u2019s degree or equivalent in Project Management, Social Sciences, Development Studies, Economics, or a related field.<\/li>
                      • Experience:<\/strong> Minimum of 5 years of proven experience in monitoring, evaluating, and formulating associative or development projects, preferably with civil society organizations or international NGOs.<\/li>
                      • Technical Skills:<\/strong> Strong expertise in statistical analysis, qualitative and quantitative research methodologies, and professional report writing.<\/li>
                      • Language:<\/strong> Professional fluency in French and English; command of Moroccan Arabic is essential for field research.<\/li><\/ul>
                        1. Evaluation Criteria (100 Points)<\/strong><\/li><\/ol>

                          Proposals will be evaluated based on a total score of 100 points, broken down as follows:<\/p>

                          • Technical Profile & Experience (40 pts):<\/strong> Assessment of the consultant\u2019s CV, past evaluation reports produced, and relevance of expertise in NGO\/associative project valuation.<\/li>
                          • Methodological Approach (40 pts):<\/strong> Evaluation of the proposed understanding of the ToR, data collection methodology, and the feasibility of the 30-day work plan.<\/li>
                          • Financial Offer (20 pts):<\/strong> Assessment of the financial bid.<\/li><\/ul>

                            \u00a0Note:<\/strong> The financial offer must be all-inclusive<\/em> (covering consultancy fees, data analysis costs, and all logistics\/travel expenses within the field sites).<\/p>

                              Interested individual consultants or consulting firms must submit the following documents:<\/p>

                              1. Technical Proposal:<\/strong> Updated CV(s), a brief narrative on the proposed evaluation methodology, and links\/samples of previous project evaluation reports.<\/li>
