- Objective
The primary objective of this consultancy is to conceptualize, draft, and design a comprehensive, youth-friendly “Guide of Best Practices for Awareness on Risks of Irregular Migration”. This guide will serve as an institutional and field reference tool for civil society actors, educators, and youth leaders in Morocco. It will consolidate successful pedagogical methodologies, ethical communication strategies, and practical tools to effectively raise awareness about the risks of irregular migration and human trafficking, while promoting local socioeconomic alternatives.
- Scope of Work (The “Content & Design” Dual Approach)
The selected Expert or Agency will follow a professional, two-pronged approach covering both editorial content development and graphic design:
- Editorial Content Development (Arabic & Darija)
- Desk Review & Synthesis: Analyze existing awareness materials, international conventions, and localized project data from the SAFE-MIT program to extract the most effective field practices.
- Drafting the Core Content (Standard Arabic): Document institutional best practices, pedagogical tools for trainers, risk assessment indicators, human trafficking red flags, and available legal/socioeconomic alternatives in Morocco.
- Strategic Adaptation (Moroccan Darija): Adapt the core awareness tools, communication scripts, and field exercises into an accessible, impactful, and culturally resonant Moroccan Darija version to maximize field utility.
- Graphic Design, Layout & Visual Identity
- Creative Visual Conception: Develop a modern, minimalist, and visually engaging layout tailored specifically for youth and community educators (avoiding dense text; using infographics, icons, and summaries).
- Branding Integration: Ensure the seamless and mandatory application of all project branding (YES, Seefar, and MMD III logos) along with official disclaimers on every version.
- Print-Ready Preparation: Optimize the guide layout for standard, professional A4 printing formats, while simultaneously producing a lightweight interactive digital PDF version.

- Required Qualifications
- For Individual Consultants: Master’s degree in Social Sciences, Communications, Project Management, or Public Policy, with at least 5 years of experience in drafting toolkits, manuals, or training guides for NGOs.
- For Agencies: Proven institutional track record in editorial production, social impact content development, and high-end graphic design.
- Subject Matter Expertise: Deep understanding of the irregular migration, human trafficking, and youth development context in Morocco.
- Technical Skills: Advanced mastery of professional publishing and graphic design software (Adobe InDesign, Illustrator, or Canva Pro).
- Language Excellence: Native/Professional written fluency in both Modern Standard Arabic and Moroccan Darija is mandatory.
- Evaluation Criteria (100 Points)
Proposals will be rigorously evaluated based on a balanced 100-point system:
- Methodological Approach & Conceptual Clarity (35 pts): Evaluation of the proposed methodology, understanding of the guide’s objectives, and feasibility of the 30-day execution timeline.
- Technical Portfolio & Past Work (35 pts): Assessment of previously developed guides, manuals, toolkits, or graphic design assets (focusing on visual layout, structural clarity, and content quality).
- Thematic Experience (20 pts): Past experience of the expert or agency in social impact campaigns, civil society empowerment, or migration-focused projects.
- Financial Proposal (10 pts): Evaluation of the financial bid. Note: The bid must be a lump-sum, all-inclusive price covering all copywriting, translation/adaptation, proofreading, graphic design, and delivery of final open-source assets.

- Technical Proposal: Updated CV/Company Profile, a brief methodological note, and links or attachments of at least two (2) similar guides or manuals produced in the past.
