NIDAA (Nouvelle Initiative pour le Développement des Actions Associatives), implemented by the Youth Empowerment Society with the support of the French Embassy and in partnership with Tafra Center, aims to strengthen civic participation among civil society actors and members of Equality, Equal Opportunity, and Gender Mainstreaming Committees in Morocco, particularly at the local level within Moroccan municipalities.
The project aims to empower these actors to play a vital role in improving the quality of public social services through participatory democracy mechanisms such as petitions and advisory opinions, while promoting evidence-based local advocacy.
“NIDAA” also contributes to the development of inclusive and participatory government communication, working to build effective bridges of dialogue between civil society and public institutions. The project contributes to:
Strengthening two-way communication between citizens and government bodies through mechanisms that allow for the expression of citizens’ voices and expectations.
Enabling civil society to use tools for policy formulation and propose concrete alternatives that reflect the needs of the population.
Improving public service delivery through well-structured recommendations and petitions based on field data.
Fostering a culture of participation and trust, reinforcing a relationship of transparency and credibility between local stakeholders and citizens.
Transforming government communication from a one-way approach to an interactive dialogue that lays the foundation for more legitimate and responsive decision-making.
This approach was implemented through a series of in-depth training workshops in areas such as:
– Promoting participatory government communication based on dialogue and transparency.
– Participatory Democracy
– Advocacy
– Drafting Petitions and Advisory Opinions
As a result, civil society participants developed several petitions and advisory opinions, formulated with the support of the project team and submitted to elected and relevant authorities. This made “NIDAA” a pioneering experience in integrating democratic participation tools into the improvement of government communication and achieving tangible impact on the ground.

General Objective:
To empower civil society actors and local equality bodies in Moroccan municipalities by strengthening their capacity to engage in participatory democracy, contribute to the improvement of public services, and promote inclusive and responsive government communication through structured dialogue, advocacy, and policy input.
Specific Objectives:
● Enhance the technical knowledge and human and managerial skills of youth at the local level in areas that enable them to effectively participate in the management of local affairs.
● Create and strengthen links between local decision-makers and youth to establish communication channels and coordination mechanisms that promote youth participation in local decision-making.
NIDAA project has achieved remarkable outcomes, which include::
Training 30 young men and women in communication and leadership skills, equipping them with the necessary tools to effectively engage with their communities and become effective leaders.
Enhancing their abilities to build community peace by investing in the mechanisms of participatory democracy. Through targeted training and workshops, participants have developed a deep understanding of participatory democracy and its role in fostering community peace.
